Yes, that is most of what I do on this page. The tools do not matter much; what matters is whether the code runs, is readable and can be changed safely. When it cannot, I say so.
Sometimes, and I tell you when that is cheaper. If the architecture is workable I repair and extend it. If it is not, I plan a rebuild that keeps your data and everything you already learned.
It depends on how much is broken and what is still missing. After reviewing the repository and a short call, I send a scope-based estimate with stages, so you see progress before the whole build is done.
